Does all pay have to be counted?

OK, my husband recently began recruiting duty so we are now away from a base. When we were near the base and my 1ST daughter went to headstart preschool, everything was fine, finacially we qualified. I was able to be on WIC when I had my 2ND daughter. Now we are in the broke state of Ohio and we are considered "high-income" and cannot qualify for anything! I couldn't even get my 2ND daughter into headstart here because they said we make too much. But my question is this. Must we count his SDA, & BAS? I know when we were near the base they didn't count BAH or BAS, but here no one has a clue about military pay and they say we must count everything. Does anyone know if this is correct? I would atleast like to be able to get her in preschool! Thank you for the answers.
